The Executive Office of Health and Human Services Health HR Department is excited to offer a career opportunity to a motivated and talented Human Resources professional. This position provides HR services to the Department of Mental Health (DMH) employees in the Central MA Area.

The candidate will work to improve Human Resource service delivery by building strategic partnerships with hiring managers throughout the Department of Mental Health in the Central MA Area. The candidate will collaborate with hiring managers to draft job postings and develop preferred qualifications that attract both talented and diverse applicant pools.
Duties and Responsibilities:

  • Keep hiring managers and applicants informed and engaged throughout the process from requisition to hire.
  • Perform personnel functions such as screening employment applications and resumes to determine if a candidate meets position requirements, auditing interview documentation and calculating salaries.
  • Review job description, responsibilities, job requirements and position descriptions for appropriate classification.
  • Review requests for personnel actions from agency managers and staff for recruitment rates, emergency appointments, and new positions etc.
  • Draft correspondence for job offers, promotional opportunities and other employment related matters.
  • Ensure compliance with federal and state law, executive orders, Executive Office of Health and Human Services policies and procedures.

Preferred Qualifications:
• Demonstrated ability to use technology to improve workflow processes and automate daily tasks.

  • Knowledge of state classification and HAY job evaluation.
  • Ability to explain complex information in a simple manner.
  • Excellent oral and written communication skills.
  • Advanced skills in Microsoft Word and Excel.
  • Knowledge of Microsoft Access and/or the Commonwealth’s Information Warehouse (CIW) and ability to create and generate reports for dissemination to high level managers.
  • Proven ability to maintain confidentiality.
  • Knowledge of the Human Resources Compensation Management System (HR/CMS) and MassCareers Electronic Hiring System
  • Knowledge of state government and interrelationships between agencies.
  • Experience working in a union environment.
  • Experience developing recruitment strategies.
  • Demonstrated organizational skills including ability to manage multiple tasks and assignments simultaneously.
